Lamps Plus - Proposed California Restrictions on Portable Lighting

What do you think about this legislation?

The California Energy Commission has recently proposed regulation that would mandate all portable table lamps, desk lamps and floor lamps in California should be sold with a 35 watt limiting switch. 

This would prevent portable lamps from using a bulb that consumes over 35 watts of electricity, in effect, mandating that all the lamps sold can only use fluorescent or LED bulbs.

I say Phooey on that lightbulb legislation because I don't want any more government intrusions on my life. The Constitution says we are "endowed with certain unalienable rights, and that AMONG these are Life, Liberty and the Pursuit Of Happiness. I will continue collecting whatever I damn well please. And if I need some energy I'll just generate it myself. So, if government is violating the Constitution then throw the bums out !

I don't get this proposal at all. What's with the 35 watt switch? This seems like another attempt to legislate energy efficeney and something that would not work.

Where does lighting efficiency start and energy conservation begin? Next step will be surface illuminance min-max requirements. Just wait for NEC change to the residential 3 va requirements to a maximum standard for not just branch circuit determination, but for point and zonal constraints. Am I going blind getting older..or is it the lighting?
