LEED's is an unproven standard in residential housing. It is burdensome and expensive and emphasizes a paper trail. The housing LEED's program has just come out of prototype testing. Builders and Afffordable Housing providers are not going to embrace an expensive, unproven standard. You need those people to get these concepts into the main stream of the economy, where it is desparately needed.
McMansions and high end housing may embrace LEED's for Homes, but production builders, remodelers and others will not. Designating one program will hold back common sense evolvement in sustainable, energy efficient building.
