This caught my eye recently. As part of a proposed ordinance requiring public buildings to be built and renovated to LEED standards, the city of Jacksonville, Fla., is trying to encourage all remodels and new construction to be green by putting green projects on a permitting fast track. 

Right now, the program would apply only to those projects that meet LEED standards and the emphasis seems to be on commercial jobs, but it's a trend worth watching. Hopefully once NAHB introduces its green program at the International Builders Show in February, that program will get some recognition as well. Hawaii has a similar state law and several states offer tax breaks on green projects.
